Is it ok to star an outboard out the water. The reason I ask is it might be easier to pull the starting cord whilst the engine is hoisted up out the water .

No. It needs a wate supply. A dustbin full of water or a pair of these

Mine has a little RWO block on a piece of cord tied to the engine front lifting handle (or mounting bracket if no front lifting handle) and set at the right level for upward pull - tie off the pull cord before you undo the handle to fit the block so the pull cord doesn't disappear with the spring -

I know Tohatsu did a vertical pull option, Pardon our interruption..., but obviously depends on make/model.
I sailed a small polish lake sailer with engine on a parallel raising bracket. We couldn’t start it when lowered, so always started raised and quickly dropped into water. Should have been a long shaft motor really!

I've done it in the past when I had a Seagull on back of the Alacrity ... no way I could start that when lowered ... and did it occasionally when my Mercury was reluctant on the Snapdragon 23 ... but I made sure I could drop them down FAST once they fired up ..

But my later outboard boats have fixed mounts - so engine is tilted to raise prop from water .. then as I said before - the carb is then at an angle and unlikely to work .. pull cord would be at terrible angle anyway.

O my Dufour the engine raises and lowers vertically,if I cannot get a good pulling angle I will see how quick I can get it into the water

I start my Mariner 4hp out of the water (easier pull angle plus less exhaust back pressure) but I lower it into the water to dunk the water pump first before doing so. It's still on the impeller that was in it when I got it 5 years ago (I had the water pump apart recently and just put the same impeller back in again because it looked like new) so it doesn't appear to damaging let alone trashing it.

Yeah, I've done it. Obvs you're only gonna run it for a few seconds, not leave it 30 minutes to overheat and seize.

I can't see why it would be noticeably easier, though.
