Stainless ladder corroded?

After 10 day in a marina the submerged part of transom ladder is no longer polished, what could have caused this?

That looks like the result of cleaning stainless steel with oxalic acid on a lower grade stainless steel

I always hand polish my stainless with a nonabrasive polish as if used an abrasive polish the surface will get micro scratches and the look dull

But no cleaning was done simply left in the marina for 10 days , it was fine before

Looks like some serious stray current to me. Faulty dock wiring? You have a number of things to check, too long to explain in a post. Google.

Don't go in the water!

The drowning risk (electric shock drowning) is very bad in freshwater and still serious in brackish water.
