Not being much of a boozer myself (joke), I failed to spot the hint. Had to google it:

Wat is Jenever? Jenever is een sterk alcoholische drank die zijn naam dankt aan het gebruik van de jeneverbes bij de bereiding.

No further forward. I don't suppose it could possibly be in the Nederlands. And then thre'e the Flemish bit....

Axually it's closer to Rozenburg, but I would have accepted the English description since the Dutch full version is a bit harsh to guess.... Oh and normally you will find it once every 50-100 years closed.....

Beagle is correct
its The Waterweg Barrage, Hook-van-Holland.
it is a fantastic bit of engineering, 2 V.Large Swing Gates that close-off the North Sea.
