I think they do have a problem with the cost of holding ships and hostages, each warlord is in the game for himself so lifting a pirate ship from another pirate along with it's crew is every bit as legitimate in their view. That means you have to protect and defend your goods and that can be expensive so speeding the negotiations can be good business.
