I need to disconnect the wiring from the solar panel from the battery terminals - Is it ok to isolate the ends say with insulating tape even tho the sun is still shining on the panel and I assume generating electricity. Mike
 
Well yes ...sortof.
In full sun the panel will generate over 20 volts in open circuit and this may put the regulating circuit under test. In this regard it is not any different from running an alternator in open circuit where the diodes might, or might not, withstand the higher voltage.
Better to throw a blanket over the panel while you make your changes or choose a time of low sun or cloud.
 
Covering the panel is a sensible idea although the solar panel is not an inductive device which will produce a large voltage surge if disconnected.

Some regulators however must be connected to the battery before connecting the solar panel ... perhaps check with the regulator installation instructions before reconnecting.
