Looking down the stories linked to that one it seems the target of this abuse bought a bit of the local beach a few years ago. To safeguard it.

Errr sorry to disappoint everyone, but this came from a post on FB. I suspect Photoshop. I think it's maybe a wry comment on the tourist boards of Devon and Cornwall asking people to stay away. My apologies if my attempt at humour missed the mark.
