I am looking for a hatch for my seal 22. As I have mentioned before the Wheels at the heel of the mast are also stuck on the Proctor mast. Are there any spares to be found?
 
Very unlikely, the fore-hatch was a fibreglass moulding by John Baker and leaked like sieve in heavy weather, so you'd be well advised to replace it with a proprietary one such as the Lewmar.

Proctors have long since been absorbed (I think by Kemp first and subsequently by Seldén), so getting spares is a long shot, always providing you can get them out.

Regarding the mast-heel pulleys - they're kept in with a knurled SS pin. This is intended to knock out to replace/lubricate the alloy pulleys.

It's unlikely you'll be able to free them off without disassembling, heat is the most successful - freeing oils and vinegar I've found to be useless - but unless it's been out recently I'd not hold out much hope.

Do be careful of the heel assembly - drilling out the pins is possible, but very difficult without a lot of experience and the right tools.

The alternative, if you can't free them, is to cut slots, eccentrically placed round the mast (to avoid weakening it) and run halyards through the slots to through bolted pulleys on the mast step, and thence back to the cabin.

I'd also recommend a careful examination of the mast spreaders and their mountings - those were the most subject to entropy.
