Seagull outboard

The waterways are probably bunged up. Try poking up the outlet with wire, failing that, open it up and scrape out the crud. I'm sure someone here can tell you how much you need to dismantle - probably just remove the head.
 
Are you running it in a bucket?Sometimes the exhaust aerates the water so much that the pump cant pick it up.Try in a larger container or on a boat before stripping it down.

If no clutch fitted removing the prop helps but the exhaust still froths up the water.
 
The impellor doesnt touch the sides. This means that unlike Jap outboards, you need reasonable engine speed to get water through at all - and if you are running it in a bucket, you need a reasonable depth of water.

If the above does not give you the answer, then it could be that the waterways in head or the tube feeding up the leg are blocked.

They are really crude basic engineering. Dead easy to take to bits!
 
The impeller is a rigid plastic thing so is not subject to the same problems as the flexible ones you see in other engines.

Try backflusing with a hose pressed up tight against the outlet on the under side of the block. Best to keep the unit upright or at least with the power head higher than the gear box so that there is no risk of getting water in the cylinder. If you cannot get water back through the engine then it is blocked somewhere.
 
The Seagull needs to be moving through the water for cooling water to circulate, if running in a bucket/tank no water will flow. As the impeller is different from other outboards, it doesn't touch the sides, it doesn't get damaged running without water.
I understand that the factory used to have a circular trough, so the water moved round, given the effect of the motor moving through the water.

I beg to differ the water ciculates through my 40 featherweight when I run it in a tank. It does need to be properly immersed and the revs need to be up a bit though.
 
My seagull wont pump in a bucket but will at half throttle in a 5 gallon oil drum with the top cut off.
