I'd always go for the best radar I could afford, followed by the reflector. If funds allowed, the active reflector would be the choice, but if not, the octohedral. In other words, use your own radar in preference on relying on others using theirs!

I agree - need all three: good radar; passive radar reflector (in tests Echomax 230 came out best) and active radar target enhancer (Sea-me). Need the passive for the s-band response. I would not rely solely on the Sea-me.

Safety first - we only get one go at this and I want it last as long as possible, cos it's all actually a lot of fun.
 
Did a "simple" test on an MBM cruise with Calm Voyager and one other (a Sealine T47). Both reported that with half a mile, no real difference. But beyond that the return become strong and well defined, disappearing at 6 miles (over the horizon and all that). Wouldn't be without it now.
