If you just need to smooth it down and create a key for a new coat, as opposed to scraping it all off, there's a lot to be said for drywall sanders. The surface is like a mesh, so the stuff falls through it instead of clogging - you can do a whole boat with one sheet. It's waterproof, so you can dunk it in a bucket to prevent dust and clean the sheet. And it mounts on the end of a pole so you can reach more boat without moving around and can apply all the muscles of your back and shoulders as well as just your forearms. I can get at the parts inside my bilge keels without having to get down on the ground.
