Further to my earlier message - I was surprised to get so many replies, but before it gets out of hand and people start accusing each other, I would just like to clarify what I meant. I am fully aware of the Col Regs and completeley agree that the stand on vessel has the right of way, but it also states that the stand on vessel is duty bound to avoid a collision, even if they had the right of way. At the end of the day, and especially now there are so many high speed sailing boats around in our crowded inshore waters, it is up to everyone to keep a good look-out, act sensibly, and if necessary give way, even if technically they have the right of way., otherwise we will find ourselves with more and more government interference, rules, training courses, regulations, etc. Think about it!

You are correct of course that being the stand on vessel does not absolve you from your responsibility to avoid collision, however, the ONLY time the stand on vessel should give way is when it becomes apparent that the "...vessel required to keep out of the way is not taking apropriate action..."(Rule 17 (a)(ii)
Rule 17 CLEARLY states that the stand on vessel MUST stand on.
If two vessels attempt to turn to pass astern of each other because one knows that they should give way, and therefore moves to do so, and the other feels that they should give way even though they know that they are not supposed to, then the risk of collision becomes greater as they now ove towards each other.

yes mate, you've got it. i know where you'r coming from - ie don't just ram someone because you're the stand on vessel and then swear at them!
