If you have stripped it back to bare aluminium then it needs an etch primer, not Primocon. If it still has its original factory coating then best to use Trilux Prop O Drev or Hempel Ecopower

Much appreciated, still factory coating,
 
Both the international and Hempel products have their own primers. Aerosol application. Photo shows drive and hub with Hempel and prop blades painted with Velox

Unfortunately both the above brands seem to be like Christmas dinner in attracting barnacles compared to the antifouling on the hull.

That is very variable, however there really is no other alternative except for painting with Velox. you cannot use the more effective copper based antifouling on aluminium.
