UK authority slams safety standards
England

The UK's chief marine accident inspector has warned leisure craft crew are often guilty of basic safety shortcomings, and he said safety standards at sea are falling because of corners cut by commercial shippers.

Yes, Rear-Admiral Lang said "shippers". Here is the full text of that bit...

"The root cause of poor safety standards is the lengths that some shippers will go to to make a profit.

"They seek the cheapest possible options and are not disappointed by the ready availability of substandard vessels owned by people who are equally unconcerned by how much they cut their operating costs"

i.e. he is using "shipper" as the dictionary does - the owner of the cargo, who ships it, not the owner of the ship which carries it. Even the Economist gets this one wrong.

Its a very good report.
