Safe Water?

There is a spray that they use on the Isle of Wight which I think is called safe water (SIC)? Which is a unit you can hide in a cupboard etc and when disturbed/opened sprays what seems to be just water over the intruder, they then wash it off, but it doesn't wash off and under a certain light (UV???) it shows them as a thief, BUT get this! It links them to the exact property like a spray on DNA. They operate this in the police station in Newport, IOW, and anyone brought in walks past the scanner. If this was used on boats then say at Beaulieu boat jumble as an example all the police would have to do is walk around with a scanner (For note boat theft rises by several 100% in the weeks leading upto the boat jumble...) to find stolen goods.
