The PM said " . . . And from this Wednesday, we want to encourage people to take more and even unlimited amounts of outdoor exercise . . . you can drive to other destinations, you can even play sports but only with members of your own household."
The RYA statement repeats this in their first paragraph, but then changes it to "From Wednesday, 13 May unlimited outdoor activity will be permitted in England . . . "
We'll still have to see what is allowed. But it's a stretch to call power boating a form of 'exercise' any more than caravanning or visiting a mobile home is 'exercising'.

Exercise wasn't the only thing mentioned. Recreational visits to parks and beaches are now allowed, sport is now allowed (provided with members of your own household), driving to do these things is now allowed. Pretty hard to justify families sitting on the beach or in the park with their sandwiches but not on their own boat where they'd be more socially isolated.
