get an offcut of sailcloth where you buy the self-adhesive numbers, and just hold it toward the finish boat.

No need to mess with dodgers.

It's years since I did it, so I don't know what the requirement is. If you only need to wave a sign at them on the finish line, why bother buying self-adhesive fabric letters at all? Cheap paint on an offcut of hardboard (or thin ply, or stiff cardboard, or whatever's available) would be even better than a fluttering bit of cloth.

+1, any material will do as long as you can hold it up when crossing the line so the observers can see your number clearly.

Tie it on, perhaps. You'd need to be well crewed to hold it up as you cross the finish line of the RTI race: it's very congested indeed!

We just hold it up.

The requirement to display it at the start is more of a pain as with all the prestart maneuvering it definitely does need to be tied on. It then gets in the way (stops people from hiking) so it goes away until the finish.

Piece of light coloured ply with black paint for numbers, mind you I've used some display board and cut my letters from vinyl on the schools computer controlled cutter.

Last year they allowed numbers on the Stearn 1/4 of the hull, need to check if its the same this year. I printed out letters on the computer, transferred them to black sticky back plastic (how Blue Peter is that!) and stuck them on the hull, no dodgers in the way, or things we needed to remember to hold up!
