Reporting Departure and Arrival UK

The form itself is good, it's the implementation that doesn't work wrt being cleared in and when to take down the duster.

I do not see where this confusion comes from? The website Sailing a pleasure craft that is arriving in the UK says:

"For journeys that you must report, you must fly the yellow ‘Q’ flag as soon as you enter UK waters (the 12-mile limit).
Make sure the flag can easily be seen and do not take it down until you’ve finished reporting to customs authorities."


The next paragraph is "Submit a pleasure craft report". So once you have submitted the report you have "finished reporting". As it is possible (normal for us) to do this prior to arrival in 12mile limits, and probably even before departure, there seems no requirement to fly the Q flag in those normal situations (or we would have to hoist and immediately lower). The instances were a yellow duster would need to be flown would seem to be if you arrive at territorial waters without having sent in a report or well before (>24 hrs) port arrival.
 
I managed to cock up my check in on return the other day. I filled out the online form before departure which somehow led me stright into the return form, but that aside, on return I tried to fill in the return form on arrival in the uk but I couldn't get past square one as the form wouldn't allow me to put in a time in the past. Obvious now, I should have filled in the form before I left!
I had to resort to phoning the number they gave on the form, which turned out to be Southampton, the lady there couldn't find my details on the system and asked where I had departed uk from, I told her Poole and she said I need to phone Poole which I did and they found my records ok and cleared me in. The system doesn't appear to be as regional as they suggest.

I understood there is now no requirement to fly Q or to phone up BF after arriving in U.K. waters. We filed our entry form in on line without issue or BF calling at our front door! Yes the form needs further refinement.
Where did you get that information from? The email I received from Border Force two days ago says "You can only lower the Q flag once advised by Border Force."

I believe that since April the fact you’ve filled in the form and sent it off is sufficient “proof” the BF need. Tbh I would think most people crossing the Channel or N Sea have AIS which the BF monitor. AND it’s was a pain us and them to phone up / take the call, only to be told everything is ok and Q can come down….what a load of bureaucratic nonesense! As I said above, the form needs significant revision for clarity.
