The form itself is good, it's the implementation that doesn't work wrt being cleared in and when to take down the duster.
I do not see where this confusion comes from? The website Sailing a pleasure craft that is arriving in the UK says:
"For journeys that you must report, you must fly the yellow ‘Q’ flag as soon as you enter UK waters (the 12-mile limit).
Make sure the flag can easily be seen and do not take it down until you’ve finished reporting to customs authorities."
The next paragraph is "Submit a pleasure craft report". So once you have submitted the report you have "finished reporting". As it is possible (normal for us) to do this prior to arrival in 12mile limits, and probably even before departure, there seems no requirement to fly the Q flag in those normal situations (or we would have to hoist and immediately lower). The instances were a yellow duster would need to be flown would seem to be if you arrive at territorial waters without having sent in a report or well before (>24 hrs) port arrival.
