I have used a large scraper on a good few occasions, the bigger the blade the better. It seems to get most vinyl off fibreglass easily & without scratching, if you do it slowly & apply the pressure correctly. Do not use a damaged or curved blade - the surface and the blade must be perfectly flat. Glue residue can be removed using cheap nail polish remover.

I would second the boiling water solution. I used this method to remove the sponsor's advertising from a rally car. The letters peeled off without any problem after only a couple of kettles full of water had been poured over them.
On hulls, where it can be difficult to actually pour boiling water on to the lettering, hot setting hair dryer, or hot air gun used with care, is remarkably effective. You can usually just peel off with fingers in one piece, or using a scraper very gently
