I'm wanting to change my current log and replace with a NASA unit, unfortunately the current hole is over sized when i try the NASA fitting. I dont really want to lift out for this and was wondering on alternatives for reduction. Possibly a huge washer of some sort

I assume you are heeling the boat over with the mast to expose it or are doing it between tides. Personally I would lift, glass and re drill, but if you really don't want to do that, why not leave the old unit in situ and make a new hole of the correct size, I would be very concerned about support for the unit using washers and the like unless they were glassed in, and then you would be back to a lift to do it right, especially at this time of year.
