Try a motor factors type shop or paint an ordinay car bulb. Are you sure it is 22watts as the ones in cars are 21 watts.

You should use glass paint, try Hobbies, you can get a catalog from any WH Smiths
Would an amber colour do? SAAB use amber bulbs in the rear indicators, try any SAAB dealer.

There is a company called EBT Technologies that manufacture coloured silicon sleeves for lamps but I dont know if they make them large enough for 21/22w size

I just had a thought and checked, You can solve your problem with coloured sleeves from www. covershield.co.uk they have all sizes and colours.

Amber indicator bulbs as fitted to SAABs (and others) have offset bayonet pins (approx 120deg, instead of 180deg as used on std white bulb)
