Impractical for all of Scotland as our coastline waters are larger than Englands, but single harbour masters do exist e.g. Firth fo Fourth. However, like the Solent waters, the Firth fo Clyde also has two harbour masters, and is delineated much like the Solent between commercial and naval operations.

Also within the FOC CMAL provides harbour masters at some of their ports, so not as straight forward as just a binary authority.

The Firth of Forth which covers quite a few ports over a much larger area.

Then there is the likes of Oban, which is delineated over a very small area between various authorities: CMAL, Northern Light House Board, Regional Council. They are trying to sort this out at the moment and there is a proposal for a single authority.

CMAL, the asset owner of the CALMAC, has Harbour Masters around the West Coast but in some cases, these are supplied by the regional councils.

Clearly, various models exist to manage vessel movements across the UK.

If only it was just local knowledge they lost. Channel 16 feels more like a Zoom call these days, although intertwined with adverts for Coastwatch. If they realise they can monetise further by putting actual adverts in we're all stuffed.

When you see the duties a single harbour master is responsible for then its surely impossible to also take on the workload of any other harbour.

Duties/Responsibilities:
Oversees and directs daily harbor operations.
Coordinates and maintains safe and orderly boating traffic.
Enforces applicable marine ordinances and ensures enforcement of laws, regulations, and policies concerning water or properties; coordinating harbor police force to assist with this enforcement.
Analyzes harbor areas and facilities and recommends modifications that will improve safety and efficiency of the area.
Assigns mooring spaces to boats.
Maintains records of relevant data including size, type, and number of boats using the harbor; reports harbor activities, and files incident reports.
Plans, installs, and supervises the maintenance of navigation aids such as buoys, poles, or markers.
Develops and maintains current list, diagram, or chart of public wharves, moorings, and properties along the shoreline.Maintains effective working relationships with boat operators, town officials, shipyard owners, and the public.
Prepares and administers harbor budget.
Represents the harbor by attending and participating in relevant community and advisory board meetings.
Performs other related duties as assigned.

You imply it is a single person, when in fact it is a group of people that executes the activities of the harbour, in fact a similar model to large, global corporations headed by a CEO and Board of Directors. Of course, whether or not the harbour roles of Royal Navy and Merchant Navy would be best served by a single authority, is the question, but I don't think the work load is one, as that is just a matter of organisation, in my opinion.

Yeah, the UK is so small compared to say, Africa, you only really need one harbourmaster for everywhere.
Easy then to get rid of jumped up officials seeking glory.

Now-now! Comments like that are likely to attract the attentions of one such..... but I'm sure you'd be quite comfortable on being sent to the beach for a while - provided it was a local one! :LOL:

But exactly how much money would be saved in amalgamating two harbourmasters from 2 completely different locations?

By guess is the square root of nothing.

But we will never know.....
Simples. You downgrade the current harbourmasters to deputy harbourmasters and appoint a harbourmaster to oversea (sea wot I did there?) the new streamlined organisation.:)

A New Structure

Investigators at a major research institution recently discovered the heaviest element known to science and have tentatively named it Administratium.

Administratium has no protons or electrons; thus it has an atomic number of 0. It has, however, 1 neutron, 125 deputy neutrons, 75 assistant neutrons and 111 deputy assistant neutrons, giving it an atomic mass of 312. These 312 particles are held together by a force that involves the continuous exchange of meson-like particles called morons. It is also surrounded by vast quantities of lepton-like particles called peons. Since it has no electrons, Administratium is inert. However, it can be detected chemically, as it impedes every reaction with which it comes into contact.

According to the discoverers, a minute amount of Administratium causes one reaction to take more than four days to complete, when it would normally have occurred in less than a second. Administratium has a normal half-life of three years; it does not decay, but instead undergoes a reorganization in which a proportion of the deputy neutrons, assistant neutrons and deputy assistant neutrons exchange places. In fact, an Administratium's sample mass will actually INCREASE over time, since with each reorganization some of the morons inevitably become neutrons, forming new isotopes.

This characteristic of moron promotion leads some scientists to speculate that Administratium is spontaneously formed whenever morons reach a certain quantity in concentration. This hypothetical quantity is referred to as the "critical morass."
