Pros & Cons of the River Exe

Have you thought of Brixham? There are many unused moorings (no waiting list) and you don't have to think about the tides. There's also a very friendly yacht club. If I didn't live near the Exe and use my bike to get to my dinghy, I doubt I'd keep my boat in Topsham.
 
The moorings charge for the Dart is for 12 months and many people leave their boat on the mooring all year with a lift out/scrub off and antifoul at some point. There are numerous options for this - Blackness marine, Galpton, Baltic Wharf or Darthaven/ Noss. All have their good and bad points[price!].
I am not sure that I would leave my boat on a mooring on the Exe over the winter.

Any reason for your reluctance to keep your boat in a mooring on the Exe over winter? I know several people who do and never have any issue, we are on the English Channel not the Shetlands.

Personally, I get lifted out and have used Retreat, Topsham Quay and M S Marine in Exmouth and have had excellent service from all three location, but that is to do ongoing work on the boat.
 
I find the Dart considerably more sheltered [especially during the winter] to the Exe. That is all. My father had a mooring on the Exe and we had some horrendous dinghy trips, even during the summer.
 
I live Somerset way but close (ish) to Bristol and opted for Portsmouth for 24hr easy access to the Solent, its an 1hr 30 to my boat and I'd like to move further southwest at some point but it would have to be unrestricted by access IMO as im still working so I have schedules to keep etc, weekend sailing at the crack of dawn can also disrupt our kids routine and turn my daughter into a scene from the exorcist so for my sanity and an easy life 24hr access is much appreciated.

places ive considered in the 2hr window are - river Exe, poole, Weymouth, Torquay & Teignmouth, Southampton & Portsmouth. and of course all their inclusive areas.

but I do find the solent easy for weekends as there's always somewhere to go with lots of choice (lymington, beauleigh, cowes, chichester, Southampton etc etc and I can stay in a marina for the night at circa £30), Sleeping overnight on a trot mooring can be a little uncomfortable if you're beach hopping and going back "home" at night so it all depends on what your expectations are, also the isle of wight is a great natural barrier from heavy seas etc, so even in the foulest of weather you still normally get out and about.
