Prohibited area off Cherbourg

Looking at recent Admiralty small craft notices to mariners, I saw that there is a prohibited area (explosive dumping area)form a 1.5 mile radius circle about 12 miles NE of Cherbourg. Does this mean that all navigation in this area is prohibited, or is there a less severe restriction on navigation through the area?

There's no restriction to navigation that I am aware of, but I would think twice before anchoring there. You never know what might come up.
