When you put the puller on, try some heat on the coupling to try to expand it slightly. I recently bought a induction heater from amazon that has a coil that you can wrap round shafts, might be worth a try for £200, you can always return it to amazon if it doesn't do the trick.
Try not to let your collar move as it may damage the shaft and if it all goes wrong and you have to remove the shaft the least damage the better if it needs to go through cutlass bearings . might be better trying to get a new flange and split the old one with a angle grinder and chisel if you cannot move the flange
