Primer over antifoul?

I know there have been similar questions answered but I cant recall answers to my specific question.
We applied new epoxy 2 years ago, then 2 coats of primer and then 2 antifoul.
A year ago we came out for propshaft repairs, I noticed that in some areas the antifoul and the primer were worn away.
We just slapped some more antifoul on as time was short.
When we come out this time I want to ensure that the antifoul goes on correctly. I propose to remove any loose antifoul and primer then reapply primer where necessary and antifoul all over.
Concern is that if I redo bits of primer ( onto epoxy) and some primer 'overlaps' onto the existing good antifoul will that 'overlapped' primer adhere to the antifoul?
Names of the 'best' universal primer will be appreciated

It is normal to overcoat antifouling with primer if there is any doubt about compatibility with new antifouling. So provided the AF is not something that the primer wont stick to such a VC17M there should be no problems with primer on top of AF

International recommend Primocon as a primer and as a barrier coat between incompatible or unknown AFs.

Important though to remove all unsound antifouling. I find that the new AF will lift off old stuff which is not 100% sound.

In addition to Vics reply remember, you can put a one pack onto a two pack epoxy paint, but you can not put a two pack onto a one pack,
Sounds like it was not applied right at first hence the problem you have, suggest sand off whats on to form a 'key' for the primer, then, apply antifoul.

I never apply antifoul without a primer first !! (would you paint bare wood with gloss paint?).

I have used International paints for years and it's great, BUT, their prices are now ridicules and have changed over to Jotun Paints.

Suggest you look at Jotun Vinyguard 88 primer, twice the amount (5 litres) for half the coast of 2 1/2 litres of International Primocon http://www.smlmarinepaints.co.uk/primers/single_pack/vinyguard-silvergrey-88

I have used it and its very good, we also use Jotun Seaqueen antifoul again more and cheaper than International with simular specifications.

Thanks guys,
The initial primer was applied according to instructions, but, yes, clearly there has been a failure in some areas.
To be honest I have never used primer when antifouling and neither have many others working around me in various yards, no I would not paint bare wood with gloss paint but I would over-paint gloss paint with gloss paint.
It just seemed to me that as antifoul is meant to erode then putting primer on it was not quite logical.
I propose to try the Jotun recommended but just on those few areas where the original primer has come off the epoxy, then my usuall antifoul on top.

VicS's point about compatibility is taken however and I will be using the same antifoul
