My father in law, just getting interested in helping out with the boat, asked what is the special element in primers/tie coats that is different between expensive boat paint and Wickes Own Brand Primer Paint at about half the cost. As he has offered to help doing the antifouling I'd better find a straight answer, his other hobby is skinning for flints so he is careful with his pennies.

If the differnce is tantamount to "nothing" then off to Wickes he can jolly well go!

From my limited experience of painting cars, ok spraying them, and other painting exploits. Most of the "normal" everyday primers are porous. Where as the primer for antifoul, due to its enviroment of use and top coat, ie the antifoul, is not.
Thats what I reckon anyway and have found in my limited experience. Does that help. .......no thought not.
