So mechanical. Is this the only way?

I am a bit concerned at scratching the GRP so wondered if there was a magic ingedient I could put on it to soften it. Tried a couple of household things so far but haven't found one if it does.

If it's cured for more than a day or so then I would think so. Nothing I've used in the past has touched it, including meths and acetone. If you use the cheap Stanley scraper, round off the two corners first, and use a slow steady pushing/cutting action rather than jabbing it to and fro like a wallpaper scraper. The low angle of attack will help avoid scratches, and any that you do create should be shallow enough to polish out afterwards hopefully.
I've used the Fein, which also has a very shallow angle. It's also very controllable because of the oscillating action.

It has been down for probably 10 years so is fairly hard.

Will give petrol and meths a go tomorrow and report back. Acetone I tried this morning (along with a great deal of 'mechanical!).

Nothing but a sharp blade will touch it. I`ve put thousands of tins of two part down on airport runways and bridges etc.........thats why they use it. The one part is as good although takes 4 weeks to fully cure.
