Piracy - when to halt it.

When, not if, the Pirates are curtailed off the East coast Africa, what is to stop them using mother supply ships and roaming the high seas globally pirating wherever and whenever?

What steps would the Governments of the shipping powers then take?

Would it not be better to nip-it-in-the-bud with a 'sledgehammer' now?

The present business model depends on being able to hold captive ships in harbours and hostages ashore. If they are evicted from their present bases to continue the same model they will have to find anothe coastal base area. here?

On tyhe other hand they could move afloat operating from captured ships but doing this with hostage ships would be difficult so perhaps they would move to the far eastern piracy model where they board and take cash and valuables and then b*gger off.
