Is there one? There's the ITU MARS database which will give you call signs, mmsi, country and name not type of registration and certainly when I was trying to do part 1 registration there seemed to be no resource for checking whether something was "taken". You just had to put it down on the list and see if it was successful. MCA would't tell you the status of a name except in response to an application. Could be wrong. Frequently am.

To add to Laika's response. I telephoned the MCA who very kindly confirmed that the name we wanted was available. However,chatting to a Senior bod there they confirmed that the website in Laika's response should include all Part 1 registered vessels, so I suggest you play with that first. MCA then reserved my name for 3 months, but I kept extending that due to build issues for a full 9 months and no problem. Did have to pay my £124 (iirc) though!

SSR does not require a unique name, so no need to worry on that score

Regarding the boat name and the ITU database it contains the names of boats with radio licences, regardless of whether or not they are part 1 , SSR or not registered, with no distinction AFAIK
