Top one is deck or under seating cockpit lights .There will be a breaker on the saloon panel .If it’s off hence “ doesn’t do anything “ .
The horn , second one is to turn off/ reset alarms .
Pretty sure those are power trim buttons for the outdrives. Have you ever seen the boat out of the water..?
