I need to make a simple plank of ply to put underneath the inflatable floor of our dinghy. This serves the purpose of holding down the inflatable "keel". I don't really want to spend too much time or money on fancy paint.

I was thinking of slapping on some left-over Danboline. Do I need to prime the ply first?

Yes, Just slap some b&Q water based white wood primer on. Make sure the edges are well sanded, partly so as not to damage dinghy and also as its easier to paint effectively. Paint edges well.
If you can then consider where you will stow the plank, changing the size a bit may mean it will fit under a berth or double as a table/shelf etc
 
I've painted the marine ply floorboards of my dayboat with 2 coats of Primocon followed by 2 coats of Danboline [underside] and 1 Danboline and 1 non-slip deck paint [topside]. Maybe I'm too fussy.
 
That's fine - but "fancy" paint will make the plank last. I wouldn't consider anything in an inflatable to be above the waterline in terms of finish as it'll normally be sloshing around with bilge water. Sealing ply is the only way to go as water into the endgrain will delaminate it very quickly.

Thin the danboline with thinners 50% one coat, especially edges, then two coats 100% be fine, after all you aren't expecting the board to out live you are you?
