Pad eyes on my mast... purpose?

Probably a daft, simple question... but the new to me boat has 2 pad eyes fitted to the front face of the mast. One a few feet down from the mast head, and the other near the spreaders. Could anyone shed some light as to their intended purpose please?
 
I have that. One I use for the spinnaker pole lift block. I have never found a use for the other. It isn't strong enough for an inner forestay attachment

Top one is probably for a halyard diverter if you have roller furling/masthead forestay... I have one on my Hurley 20...

I wouldn't have thought so if the uppermost one is a few feet down from the mast head.

Which way round are they fitted.

I have some that are used as a halyard guide and some used to it small blocks.
 
Masthead rig... Halmatic 30.

One eye attached about 6 feet down from the top of the mast in a vertical orientation, the other about 2 feet up from the spreaders, again vertical orientation.

Spinnaker pole uphaul for the lower one is probably a good shout....
