Outboard Engine Lock

Can anyone recommend an outboard lock that doesn't rust? - for small 2.5hp yamaha mounted on transom bracket.

Most swindelry's sell the type which encase the securing bolts - mild steel with paint form what I can gether (we have one). Stainless rare and expensive
