Was watching a chap this pm on a sort of surfboard thingy flying an enormous kite which was dragging him along.

Half the time the board was out of the water, flying off the top of waves - looked great fun.

But do Col Regs apply?

Is it a boat or an aircraft?

Is it restricted in its ability to manouvre?

Which tack is it on?

Is it under command?

First time I've seen one of these things - are there many around?

Lot's around down on The Exe. They can often be seen going too and fro across the main fairway. No problem though....I think they realise that a bump will hurt them more than me.

I don't know about the Col Regs, but what ensign should they be flying?

i overheard a conversation between harbour authorities concerning collision course between tanker & yacht in milford haven: "gross tonnage rule applies"!

Its a surface effect vessel like a hydrofoil or hovercraft - should be carrying a flashing yellow!
