assume you really mean software for coastal cruising, as AFAIK there are no web connected systems for on-line use.

IMHO you need to decide on type of chart first (raster or vector) and then choose the appropriate plotting software and GPS interface.

Seaclear is a free resource that allows use of scanned in charts (ie raster) so may be the cheapest starting point.
