Omni aerial on boat

Anyone know how to test amplifier that powers the round aerial , aerial reads 12 volt 150ma
I have one IN and out 1 out 2
I assume in is from the aerial , l put a meter on it and reads 6 volt

Sorry , forgot to mention this is a tv not working situation . It was working .
Tv is good , cable is good , how to test booster or whatever it’s called is my issue. If that good , then it’s on to another omni circle type aerial .
I notice the aerial reads 12 volt 150 ma
