HMRC now want to charge vat a second time for them who brough their boat in the EU
while the UK was part of the EU ,
whats worst some of boat are vat paid in the UK .
People want to moan and gone and expect things to fall into their lap .
So here a chance to at less do something about it.
For yourself it makes no different so I can see why you think it daft .
Personally I got no intention in bring my boat back, but who know what the further hold .

I hear what you're saying. If the intention of the petition is what you say it is then, of course, it's within the power of the UK government and is very reasonable. The wording in the link is, however, poor IMHO.

I have no problem paying what taxes are own,
But this is nothing more then double taxation,
My own boat had the vat paid in the UK , the boat was build in the UK and when I brought it I brought it knowing it was VAT paid in every country in the EU including the UK other wise I could had brought a non VAT boat much cheaper and worked around the vat rules .

UK sailors may think it dont effect them but if boats don't return to the UK ,
there going to be a limited cruising boat for sale back in the UK ,
Which in turn means higher prices It also means people are going to have to travel overseas to view boats , more time and cost involved .
if a boat does returning back it could mean losing its EU vat status once sold , again a new ower having to pay VAT if he wants to keep his boat longer then 18 months in the EU .

We can leave it to the sailing organisation And the marine industry but look where thats got us so far.
If nothing else it may give sailing organisation something to fight with,
This petition may not go anywhere but at less let's give it a chance.
Or we can just sit bank and moan about it .

I think Vic is making a very good point. Double taxation in any form is clearly unfair which is one of the reasons why so many countries avoid it in respect of personal taxation by implementing appropriate agreements with other countries.

I would be happy to add my name to the petition if double taxation is likely to arise but I don't believe that extending it to rejoining would be appropriate.

Sorry but I don't think you have any idea how big the problem is and how many it effects one way or another .
As for rejoin you got as much chance in that as being hit three times in on day by lightning.

Sadly, the UK voted to leave the EU we now live in a different universe.

The numbers of people affected by this are tiny. I can't get a sensible answer out of HMRC about what documents they will accept where the original documents are long lost in change of ownership.

We can now blame Westminster for all our problems.

HMRC have confused things by being far too generous - to the point I suspect of breaking the Withdrawal Agreement. The simple and understood rule is that you can’t have goods imported into 2 countries at the same time, so can’t be VAT paid in two different customs areas - with the international rule that non-residents can temporarily have non-tax paid goods for a fixed time limit.

The decision on which customs area a boat was tax paid in was then agreed to be based on location on 31/12/20.

All simple until HMRC decided to be madly generous and completely confusing by allowing a longer period to return an EU (but now not legally UK) VAT paid boat based and regain it’s UK VAT status based on where VAT was originally paid, and kept complicating it further as it was asked to clarify. Bonkers.

A taxable event happened when UK left on 31/12 - all goods were exported from one area to either one (but not both) of 2 areas so it’s not double taxation when that boat is re-imported from it’s EU tax area to the UK.

When these petitions are proposed are there boxes to tick to propose AGAINST the petition or do we have to go to the hassle of writing to our MP. That seems unfair to me, compared to how easy it is to vote FOR the petition when there are those of us who might justifiably object.
That comment applies to all of them & not just the objectionable ( in my opinion) one proposed above
Of course this is meant to be a query about petitions in general--- although a thread drift I admit

Surely the simplest solution would be for HMRC to have a simple test of VAT paid. If VAT was paid whilst the UK was part of the EU, e.g. every privately owned boat within the EU at 11pm 31 Dec 2020 should be deemed to be VAT paid. If any VAT paid privately owned boat was outside the EU at this time, it should also be deemed VAT paid.

Any EU boat sold after the leaving date should only be deemed EU VAT paid and would be subject to UK VAT if imported.

This would mean that any boat that was VAT paid before the UK left the EU should be deemed VAT paid forever. Remember we are talking about secondhand boats, not new boats, and allow cross EU border transactions. This would avoid the possibility of double taxation of VAT for boats that everyone feels is morally wrong.

The easiest way to solve this VAT problem that started on January the first must be to change the name of the tax.
VAT is a European tax and the Bthing happened. So you paid the old VAT now you have to pay the new version.
