I 've read the above and still dont get it. Can anyone in simple layman's terms define what I would need to do if I have a bog standard DSC Icom VHF set and a antenna slapped on the side of the radar arch the bottom of which is about 3 foot from my head. All legally bought from the local chandler

So what does it mean for the average boat?
Warning signs about who and when it is safe to stand in the vicinity of the aft mounted VHF antenna when transmitting and not to climb to the top of the mast unless you have the radio room key in your pocket. Probably lots more.77 pages inh the first notice :)

The extract I posted in #16 from my user manual states 2.1m. Which is ok if it means on a level plane with antenna, but it doesn’t say that. If I stand directly below the antenna, which should be ok in theory, I’m only around 0.5m away. Could be tricky with an officious inspector on board.
 
So for my main VHF, if I talk for say 30 seconds over their averaging period of 6 mins I use .08 as a factor on my wattage of 25w. So I use ~2W power at the ave freq of 165Mhz in their calculator. That means I must keep the public 0.45m from my masthead. I might manage that. Good job my antenna is not on my cockpit rail or I might have to draw a .45m radius arc on the deck with 'no public entry' written in it.

I find this hilarious.
 
An installers certificate will be required. Followed by the restriction of sales of new equipment to registered professionals only.
Warning signs on the mast!

There will be the annual inspection certificate.

The insurers will use this to void insurance if a current, valid certificate is not available.

Oh Dear. The 1/4 antenna on the club committee boat is only 0.5 metres above my head. Shall have to tell the OOD'S to be brief with their transmissions or fit lead plating to the deckhead.

It's not 25W, you need to add in the gain of your antenna.
 
Im presuming this applies to the antenna and not the radio set itself and if so then an antenna up a sailing boat mast is surely irrelevant ?
 
Got the mail also today, didn’t even remember what ofcom was.
This gave me another good reason to bin my red ensign, it served me well during many years, but with all this brexit stuff going on, I’ll be happy with a new colorfull Belgium flag :-)
 
I binned the email. And will only act if necessary. So for the moment I will ignore it, far more important things happening around us.
