O2 data "throttled" in Europe?

Up until recently I have been able to use my O2 phone as a wifi hotspot in Spain and it streamed films and rugby quite adequately. Yesterday I wanted to watch the rugby and the speed was completely unusable. The main reason I am with O2 and their high prices is so I can use the data in Spain. Has anyone else noticed O2 throttling the date speeds in Europe?

Edit: Just ran a speed test and it's showing 0.39 Mbps download! :cry: However, I took my Spanish Movistar SIM out of the dual SIM phone and the download is now 4.8 Mbps! So it looks like the problem was the dual SIM.

Have you a data limit? We're limited to 25GB roaming in Europe with O2. Only getting 4.39 Mbps download on phone so use local Meo data sim in mobile router.
