1. BELGIUM - NM Blocks. Legends. Wrecks. Radar beacon. -
This Notices is probably the most involved (but not particularly complicated) Notice in over the ten years that I have illustrated. The Notice is derived from two Belgium notices and has a variety of different corrections. The notice affects 5 UKHO SNC and 4 UKHO SCC, one full Imray chart and 3 Imray Leisure Charts. The Notice provides a UKHO block each for 2 of the 5 SNC and has 18 additional corrections. The corrections comprise:
8 wrecks which are now designated ‘Historic Wk’
4 locations with wrecks that are now designated ‘Historic Wks’
1 existing light now has Racon: this is the light MOW4 which is north of the Wielingen Channel twixt Oostende and Vlissingen
5 existing wrecks with revised depths and designation of ‘Historic Wk’ .
Apart from the Racon on light MOW4 the changes are unlikely to hinder, or be hindered by, leisure craft.
2. ENGLAND - East Coast - Dredged areas. Legends. Note. - This notice changes the depth of the dredged channel from the Sunk to and into Felixstowe to an increased 16m and extends the marked channel to extend south right up to the S. Threshold yellow special lit buoy.

1. RIVER THAMES - NORTHFLEET HOPE - TILBURY GRAIN TERMINAL PILE REPLACEMENT WORKS -
on or about 20th November 2023, contractors instructed by the Port of Tilbury London Ltd. will commence pile replacement works at Tilbury Grain Terminal Inner Berth. The location of Tilbury Grain Terminal is indicated by the red markings on the chartlet which can be seen in the usual web page on the Local List: Notices to Mariners. These works will include use of a crane barge and mobile elevated working platform; a safety boat will be in attendance. Working hours are expected to be 0700 – 1700, Monday to Friday; and the works are planned to be completed within 5 days from commencement. Requirements to proceed with caution or at slow speed will be made in accordance with the procedures set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’ with the International Code Flags ‘Romeo Yankee’. The display of these signals will be in addition to any lights or shapes required under local regulations and the International Regulations for Preventing Collisions at Sea. Further details will be broadcast as appropriate by London VTS on VHF channel 68.
2. RIVER THAMES - LONG REACH - VOPAK WALKWAY WORKS - on or about 09th November 2023, contractors instructed by Navigator Terminals will carry out works at Vopak No. 2 Berth. These urgent works are to remove a damaged walkway for repairs and will involving lifting operations carried out by a crane barge. Workboats and safety boats may be in attendance. Works are expected to be completed within 1 day of commencement and will occur between the hours of 0800 and 1800. The general location of the works is shown by the red box on the chartlet (usual webpage). Requirements to proceed with caution or at slow speed will be made in accordance with the procedures set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’ with the International Code Flags ‘Romeo Yankee (RY)’ displayed. The display of these signals will be in addition to any lights, shapes or signals required by local regulations or the International Regulations for Preventing Collisions at Sea. Further details will be broadcast as needed by London VTS on VHF channels 68.
3. HARWICH HARBOUR - Bathside Bay Survey - From around 10 November 2023 the survey vessel MV FlatHolm (IMO: 7626774 / Callsign: GHLZ) will be undertaking vibrocore survey work for approx. 3 to 5 days in the lower River Stour, Bathside Bay and Gas House Creek (see diagram of work area on the usual page). Mariners are requested to pass at slow speed.
4. Harwich Harbour & Approaches - Seasonal Recreational Mark – Harwich Shelf - On or around 8 November 2023 the following seasonal recreational mark will be withdrawn: Harwich Shelf, East Cardinal Buoy, 51°56’.84 N 001°18’.07 E
5. Approaches to Sheerness - SS Richard Montgomery Wreck – Hydrographic Survey Work - Update - the hydrographic survey currently underway around the wreck of the SS Richard Montgomery is expected to be completed on or around the 30th November 2023.To assist with the survey work, the MCA Receiver of Wreck has granted permission for the 12 orange “Danger” marker buoys that are laid between the four Special Marks denoting North, South, East & West Montgomery to be removed. To mitigate the increased risk involved with the buoy removal, Medway VTS will issue a broadcast on VHF Ch.74 every hour warning all vessels that the wreck buoyage has been diminished. The danger markers will be replaced as soon as the survey work is complete.
Notice is hereby given that survey work is due to take place around the wreck of the SS Richard Montgomery, the SS Richard Montgomery is a designated dangerous wreck under section 2 of the Protection of Wrecks Act 1973 and there is a no-entry exclusion zone around the wreck, the co-ordinates of which are published in Statutory Instrument 1973 No 1690. Section 3 of the Act makes entry into the prohibited area an offence without the written permission of the Secretary of State. Survey works will take place between 20th October 2023 and 22nd November 2023, permission has been granted for Briggs Marine to enter the prohibited area for the purposes of carrying out a multibeam survey, gradiometer survey and chirp survey of the wreck and surrounding area. The survey vessel “Thames Guardian” will be carrying out the work and may be restricted in it’s ability to manoeuvre whilst operating. “Thames Guardian” will maintain a listening watch on VHF Ch.74 at all times, all vessels are requested to pass with caution and reduce speed and wash appropriately.
6. PORT OF GREAT YARMOUTH - Breydon and Haven Bridges - Breydon Bridge and Haven Bridge are now fully operational. - Vessels will be grouped together on lifts whenever possible. When craft are to transit the bridge in opposite directions, those vessels going ‘with the tide’ will be given priority.

7. IPSWICH LOCK - Restricted Locks - Leisure users are advised that there may be increased possibility of restricted lock traffic from today until Sunday 24th December. This is due to essential engineering works in the wet dock requiring the dock level to be lowered significantly to access the areas necessary. Mariners should keep updated through the Daily email, however further information can be established by contacting ONS on VHF CH68.
8. Lowestoft – Gull Wing Construction – Notice of Temporary Suspension to Navigation - on 19th October 2023, Suffolk County Council issued a notice to Stakeholders, advising of their intention to exercise their principal powers
(granted in the scheme Development Consent Order 2020), to suspend Navigation in Lake Lothing, in the vicinity of the Gull Wing Construction area. The proposed commencement date of this suspension is 22nd January 2024. The
anticipated duration of the suspension to navigation is three weeks. The limits of the order are shown in the diagram. The proposed date of commencement is subject to construction progress, and possible delays due to weather, therefore further updates on timings will be required as deemed appropriate. These updates will be via communications from Suffolk County Council, but also via updated Notices to Mariners.
