UKHO Permanent/Preliminary/Temporary Notices

1. BELGIUM - Light. Depths. -
15 reductions of depth in Belgium waters: 3 on Nieuwpoorte Bank, 3 on the Outer Ratel, 4 west off the Akkaert Bank, 3 around the Wenduine Bank and one solitary sounding east of Zeebrugge. Also shre based Red light on the corner of the Wielingendok in Zeebrugge harbour has been deleted. 5 Images!
2. ENGLAND - East Coast - Depths. - One solitary reduction of depth inshore of the Wallet off Frinton-on-Sea. Unlikely to hinder leisure craft.
3. ENGLAND - East Coast - Current meter. Buoyage. - This is confirming a recent Harwich Haven Authority notice establishing a seabed current meter marked by two yellow special buoys. This is located on Felixstowe Ledge off Cobbolds Point.
4. ENGLAND - East Coast - Wreck. Depths. - Two new reductions of depth and one new wreck at the Spitway. These changes are identified by last winter’s Civil Hydrography Programme are additions to my chartlet last week. The wreck has 3.7m water so should not hinder leisure craft. The two new reductions of depth are outside my survey area being close to the west side of the Gunfleet Sands Wind Farm.

Local

1. River Thames - Temporary Relocation of Mid-Swatch Buoy -
on or about Monday 1st July 2024, the Mid-Swatch Buoy will be temporarily relocated from its charted position to the following position: - Latitude 51˚ 28’.87 N Longitude 000˚ 43’.32 E This is being carried out to facilitate the progress of the NeuConnect electricity cable project and will be performed by PLA Marine Services vessels and personnel. The chartlet shows the general area, with the current charted position of the Mid-Swatch Buoy circled in blue and the temporary position indicated in red. Vessels should continue to report to VTS, as required, at the charted Reporting Point. The Mid-Swatch Buoy is expected to remain in the temporary position for approximately 12 weeks, after which it is expected to be returned to its former position. A new Notice to Mariners will be promulgated when the buoy is returned. During the buoy relocation works, requirements to proceed with caution or at slow speed will be made in accordance with the procedures set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’ with the International Code Flags ‘Romeo Yankee’, displayed. The display of these signals will be in addition to any lights or shapes required under local regulations and the International Regulations for Preventing Collisions at Sea. Further details will be broadcast as appropriate by London VTS on VHF channel 68.
2. River Thames - Coldharbour Jetty Works - on or about Monday 8th July, 2024 contractors instructed by the operator of Coldharbour Jetty will carry out works on the riverside piles. The chartlet shows the general location of the works, indicated by the red box. These works will be carried out from Multicat “Endurance” and will involve personnel working from a mobile elevated working platform (MEWP) and will include piling operations. These works are expected to be complete within 3 days of commencement. During these works, any requirement to proceed with caution or at slow speed will be made in accordance with the procedure set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’. International Code Flags ROMEO YANKEE.
3. River Thames - St Clements Reach Laying Of Moorings - on or about the 8th July during daylight hours, contractors instructed by Broadness Cruising Club will commence operations to lay two mooring buoys in the vicinity of Broadness Creek. The general location of the works are indicated by the red box. These operations will be carried out by vessel “Bosun”. Works are anticipated to take no longer than 24hrs. Requirements to proceed with caution or at slow speed will be made in accordance with the procedures set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’ with the International Code Flags ‘Romeo Yankee’ displayed.
4. Surveyed Depths – Harwich Harbour – Update 3 - recent surveys have identified reduced depths in Harwich Harbour. The minimum depths (below chart datum) are: • 15.2m - spot sounding between the Grisle Buoy and the Babergh Buoy; • 15.9m - spot sounding between Fort Buoy and Grisle Buoy. 5. PORT OF GREAT YARMOUTH - LIFTING OF HAVEN BRIDGE RESUMED -
Norfolk County Council and Great Yarmouth Port have reached a temporary agreement which enables the lifting of the Haven Bridge. Haven Bridge lifts will be resumed from 01st July 2024. Mariners should note that the booking procedure has also been updated, and are advised to consult both ‘NASBO No. 2 of 2024’ and ‘Bridge Information and Booking Bridge Lifts Ver 5’ which are available in the Marine Information section of the Peel Ports Great Yarmouth website:

6. PORT OF GREAT YARMOUTH - Haven Bridge Weekly Maintenance - Norfolk County Council will be undertaking maintenance works on Haven Bridge between 08:00 hours and 15:00 hours, from Tuesday 18th June 2024, and every Tuesday thereafter, until further notice.
Norfolk County Council confirm that the bridge will be non-operational between the hours of 13:00 and 15:00 hours, to allow for test lifts to be carried out. No passage is allowed through the bridge during this time. Mariners are reminded to maintain a listening watch on VHF Channel 12 at all times whilst within the Port of Great Yarmouth and to advise ‘Yarmouth Radio’ of their intention to conduct any manoeuvre within the Port prior to doing so. 7. Dover Community Regatta – 6th July 2024 - the Port of Dover Community Regatta will be taking place on Saturday the 6th of July 2024 between 10:00 and 18:00 local time. Events on the water within the recreational area will begin at 10:00hrs and will include the following: -
10:00 – 12:00 Dragon Boat racing.
12:00 – 12:30 RNLI demonstration.
12:30 – 13:00 Swimming race.
13:00 – 16:00 Dragon Boat racing
With the recreational area of the harbour being fully utilised for events throughout the day, to maintain a safe environment for all, the swim zone will be closed to swimmers from 08:30 hrs and only authorised vessels will be allowed to enter the recreational area between 09:00 hrs and 18:00 hrs on 6th of July. To facilitate the event Mariners and Swimmers are therefore advised that the following restrictions will apply during the Regatta: -
• From 09:00hrs until 19:00hrs, the recreational area of the harbour will be out of bounds to all non-authorised vessels.
• From 06:00hrs until 23:00hrs, the public slipway on Marine parade will be closed.
• From 08:30hrs until 19:00hrs, the swim zone will be closed to swimmers.
Dover VTS will maintain a listening watch throughout on VHF Ch 74 and all craft navigating within the area should make initial contact with Dover VTS and proceed as directed. 8. Dover Rowing Club Regatta – 7th July 2024 - users of the Port’s Recreation Area are advised that on Sunday 7th July 2024 Dover Rowing Club will be hosting their annual regatta. The course will be contained within the area marked by the boundary on the chartlet below and course marker buoys will be laid within this area for the event. There will be 12 lanes for racing and the event is planned to start at 06:00 hrs. Vessels launching from the slipway must call Dover VTS on VHF Ch74 before launching and again before entering the harbour or recreation area for recovery. Those transiting the racecourse must do so at slow speed, keeping well clear of rowers at all times. The designated swim zone within the recreation area will be temporarily suspended from 0600 on the 7th of July until 1900 on the 7th July, during this time swimmers should exercise extreme caution and be mindful that boats may be moving at speed within the boundary of the racecourse. There will be two safety boats in attendance throughout the event who will provide safety cover at all times.
9. London Array Windfarm - Jack Up Operations Ziton Wind Pioneer (Aided by support tugs Bosch and Sea Bronco) - the Jack-up Vessel Wind Pioneer provided by Ziton , supported by Tugs Bosch and Sea Bronco will be on site from the 05/07/2024 until 05/08/2024 to carry out heavy lift main component exchanges at various locations throughout the windfarm. Jack-up Vessel: Wind Pioneer: Jack-Up Vessel Wind Pioneer has a length of 57m, breadth of 28m with a draft of 5.2m. Equipment will be periodically deployed and suspended from the vessel crane during jack up operations. Support Tugs are described in full in the Notice. A 500m radius restricted zone will be in place, centred on the Wind Pioneer whilst pinned on location. If access is required to this zone for non-project vessel traffic, authorisation must be requested from the vessel master.

It is good that the Port and Council came to an agreement.

On a different subject, I shall email Trinity House about the positioning of the SW buoys at the Spitway.
