It's a damning and saddening report in itself, there's a lot in there, but what really horrified me was the estimated 52mm of freeboard at the time of the sinking.

The stability was also extremely poor:
"The calculations performed by the naval
architect indicated that the vessel was almost certainly heeling slightly to port
because the centre of gravity was not on the centreline, the maximum righting lever

was negligible, and the range of stability was very low at about 15° "

"The minimum down-fooding angle when
heeled to port reduced to 29° when the new plastic sliding door was ftted in the aft
bulkhead of the wheelhouse"

They didn't stand a chance
 
The trouble is that people get used to a situation, and if it works, they push it a bit further. The problem is that something like stability, especially on a square bilged boat like that, can seem Ok right up to the point where it isn't. I have first hand experience of that, though free surface effects also had a role to play. I was in a square bilged dinghy working on an outboard motor. I hadn't realized that my weight and that of the outboard had caused water to come over the gunwhale and accumulate under the rear thwart. Once I realized water was coming in, of course I shifted my position to raise the gunwhale so water wasn't coming in - but the shift in balance tipped her over a tipping point and quite slowly and majestically she went over, dumping me in the marina! But until she went over, she'd seemed quite stable.
