Probably the only beneficiaries of CE / Crop Assurance Schemes /Elf'n safety and the like, are the people who administer them.
All those schemes that I have had the misfortune to have contact with were a happy home for those in the relevant industry incapable of making a living by producing or trading something, so they dream up something to bother others with.
