seems to be for something yesA deck fitting for something?
I don't think so. The rubbery part (feels quite stiff like PVC) will only close to about 2 inches across. Whatever goes through it would be about that diameterIs it a collar that goes around the hydraulic steering arm on for an outboard as it comes out of the GRP moulding on a rib? Pretty sure our club safety ribs have something like those
excellent idea and yes that does fit perfectly the other way around. Just need to figure out what it was forLooks to me as if the collar is meant to fit on the other way round, so it screws to a surface (with a hole it). And then the boot emerges from the collar and is held onto the surface by the screw being tightened. Maybe too leaky for a through-hull but OK for something just splash-proof?
thanks for clearing that up. I should have held it up sidewaysIt is an outboard cable grommet.

Ah, it makes sense if "cable" is short for cable-tie, and is a variant of gaiter rather than grommet! It is an outboard cable grommet.
