Name and Address please..

Had a quick look through the threads for the answer but can't see it so here's the question.....

Does anyone know why that as of today if you buy over 100 ltrs of diesel you have to give your name and address?
I have emailed the RYA regarding this but as yet have not had an answer.

Think that may be if you're taking it away in a container, rather than putting it what's rather obviously a boat.

C&E excercise to ascertains users of duty free fuel? Crackdown on the illegals? My small boatyard has been told to apply the same.

No, not in containers, in your boat. As of today if you put more than 100 litres of diesel in your boat you have to supply your name and address.

Brilliant demographics exersise at no cost to govt., get all the names and addresses of duty free users, see if they are enough to affect marginal seats and if not slap on duty. So everybody, we all know his Blairnesses constituency, we all now live there.

It's part of the regulation of Registered Dealers in Controlled Oil by customs and excise

It was actually a legal requirement from April 1st, but they have been given a breathing space of a few months so that distributors of rebated gas oil (red diesel to you and me) can get their reporting systems set up. Many marinas and fuel berths have been doing it for ages.

Seem to remember a report on one of the forums that Customs and Excise have been following up on some marina customers in some parts of the country and dipping their car diesel tanks

I was some time ago told by an ex Tax Inspector that it was quite common for them to use specific criteria for selecting victims to investigate and one of them was motor boat owning self employed individuals or owner/managers. The premise, I suppose, being that the boats are bought with "undeclared" earnings.

He told me that one method was to cruise the motorways noting the number plates of cars towing mobo's and then matching the owner details with tax returns etc.
This may be a fabricated story of course but it does sound plausable enough.

Some bright spark may have decided to save the petrol by devising a way to get boat owners to declare their name and address.

Hmm. It says:
From 1 April 2003, whenever you buy rebated
oils such as red diesel or kerosene/paraffin for
your own use you will have to give the dealer
the following information:

■ Your name;
■ Your address, including postcode;
■ Your phone number;
■ If you are VAT registered, your VAT number;
■ If you collect the oil, your vehicle registration
number; and
■ What you intend to use the oil for.

This is because of new rules to crack down
on illegal use of rebated oils in road vehicles.
Dealers now have to be registered with
Customs and Excise and keep records of their
customers to make sure the oil is used legally.
(The rules do not apply to oil pre-packaged in
small containers up to 20 litres.)
If you do not give the information, the dealer
will probably refuse to sell you the oil.
Illegal use of rebated oils is a big problem,
costing the country £600 million in 2001
through lost revenue which could have been
spent on vital services like hospitals and schools.
It also threatens the livelihoods of legitimate
businesses. The dealers have to follow the new
rules, so please give them the information they
need and help us stamp out these frauds.

clearly we should support this and enable the saving of 600m to be made.
we wouldn't want to give them any excuse to miss the target and consider looking elsewhere for the shortfall!

Re And no wonder

This has been going on for a month or two.Had to give name and address at last fill up.
Cause of all the fuss is Joe Public using the stuff in his/her car/van/chelsea tractor.
A recent stop and dip raid carried out one morning on our local main road
(A 249),resulted in over 50%(or more actually I think) of the vehicles checked found to have red in their tanks.

what\'s to stop you

filling up with 95ltrs in your'e own marina then nipping down the coast and putting another 95ltrs in from another marina?? etc etc, inconvenient yes but the only way to avoid having to give name and address and stop C&E snooping about.

Many fuel berths are just taking details of anyone who fills up, even 1 litre. Some have computerised and just take details once, then check boat name to see if they already have you listed.

I'm not sure the 100litre thing is universal, it may be just that one fuel berth is interpreting it that way. Actual regulations are that all customers have to provide details

Bought 150 litres of red this morning from a supplier in Cornwall,
He is a general oils supplier not based on or near the water, same thing had to
supply name and address and use it was to be put too.
And he is a close friend as well, Still if you have nothing to hide no problem!....

I fear that there are sinister overtones with regard to this law, how the hell do they know they are losing 600million if its being obtained unlawfully? sounds like some official decided to target boat owners and needed an excuse to do so!

Why do you think this is targetted at boat owners? The regulations apply to anyone that sells rebated fuel oils whether terrestrial or marine.
