Best advice I was ever given in relation to outboards (by a mechanic and ex race engineer) was that it's almost always a fuel issue. I have to admit that has pretty much always been my experience to the extent that I spent a good 20 mins with the cover off the o/b on our tender one day last season until I realised that the kill cord wasn't plugged in :redface-new:

do you know what mix it should be
 
I think that will depend on the age. Any idea of that? Is it the one with a solid tiller and the throttle being a slider along the edge of the engine cover (which has an open underside)? If so, I may have a manual somewhere as I have one of those lying around though having just had a bit of a search I can't find the manual at the moment. In the absence of those with better knowledge than me ( and hopefully someone will jump in) I'd start with fresh petrol and mix 50:1 on the basis that I'm sure that vintage won't be 100:1 and even if there should be more oil (25:1 ?) I can't see it damaging the engine if the mix is a little too thin just to get it started. As mentioned above, check the plug is clean and gapped correctly (I'm assuming it isn't surface gap on that engine). The other thing I've done in the past is forget to open the vent screw on the filler cap. I assume also that with the cover off you can see fuel in a clear bowl so check that this is the case. Then give a damn good tug and keep fingers crossed ( though probably not at the same time!). Sorry if you've tried all this already, just trying to think of anything that might help but hampered by the fact that I haven't looked at this engine in a very long time and can't find the manual. Do tell how you get on.
 
I took the carb of of mine and found that the petrol left behind for some time had left a green crystal like stuff behind and seized every thing up.Put it all back,,,,,,,,, second pull.
