A HH radio which is listed on a Ships Radio License is licensed for use on the ship or it tender, where ever that may be.
A Ships PORTABLE Radio License is for HH and is Licensed for UK waters only.

we had ch 31 programed in to our sailor vhf by their agents in the uk, as a private ch someyears ago.
Radio holland are the people to speak to if in the nl. I seem toremember there are 2 versions of ch 31, a simplex and duplex version used in europe
