Lifting Rudder Finish (Paint?)

I'm in the process of filling some cracks/gouges in my lifting rudder and I'm thinking of the best way to apply a finish? I had planned on just painting it white as it seems to have been previously (new boat), but then I have started to wonder if this is the most appropriate way? I can't seem to find a paint for this purpose (aside from antifoul, specifically) and so I have wondered if it needs any other sort of finish?

Any recommendations on what to coat my rudder with would be appreciated. As I said, it's lifting and it's currently white.

I realise it's a rather basic questions but I'm new to the lifting rudder and it's got me thinking.

I've used all sorts on dinghy rudders.
If the rudder is wood, a coat of epoxy is a good idea.
Rattle-can acryllic spray paint from Aldi seems remarkably tough, and it's polished to a nice finish, but I can't say how UV resistant it is as it goes under a cover after use.
I don't seem to have the knack of getting a good finish with water-based brush paint!.
