Leaking rudders

My rudders on my 42ft are weaping a little, can they be tightened or is it a lift out job?

If so, any recomendations on who can do it in portsmouth and a polish and anti foul? how much?
 
The rudders on my previous boat had a stuffing-box arrangement, just like a stern-gland which needed periodic adjustment. So not particularly strange if they both weep a little at the same time. Half a turn on the nuts (theirs, not mine!) solved the problem.
 
my port rudder still leaks even though had it dropped and the o rings replaced, by Madge Marine in Port Solent.
There is no stuffing box and have come to the conclusion the nylon? rudder tube must be worn, as boat is now 15 years old.
As leak is minimal I just live with it.
perhaps should have it replaced, anyone know who supplies them for a P35??
