On C&RT waters there is a clas of licence known as "Continuous Cruising" which does not require an owner to declare a permanent home mooring:

There is no such notion on the non-tidal Thames at the present time although the issue keeps coming up for discussion. Overstaying on moorings is however a problem and is, or should be, managed by enforcement, either by the EA or the landowner or their representative managers. As we all know, enforcement is an imperfect procedure and actually costs money which is in short supply. There is also a clear difference between boats overstaying on designated moorings or simply being regarded as an eyesore by local residents.

I think this info is reliable, at least in general terms.
